Oman for the investor
As at October 2026
The Sultanate of Oman in facts, not adjectives
Where the country lies, what its law gives the investor, where disputes are heard and who supervises its economic and free zones. Four facts, each with its source beneath it.
Strategic location
The Sultanate of Oman lies in the south-east of the Arabian Peninsula, with a long coastline on the Sea of Oman and the Arabian Sea, opening onto the Indian Ocean. Its three deep-water commercial ports, Sohar, Duqm and Salalah, lie outside the Strait of Hormuz.
The Foreign Capital Investment Law allows a foreign investor to own the capital of a company in full or in part in the permitted activities, under an investment licence. The activity is therefore checked first against the list of activities closed to foreign investment. The same law provides that an investment project may not be confiscated except by a court judgment.

A court for investment and commerce
Oman has a specialised Court of Investment and Commerce, established by Royal Decree 35/2025, which came into force on 1 October 2025. The Foreign Capital Investment Law allows disputes to be settled by arbitration, and Oman has acceded to the New York Convention on the Recognition and Enforcement of Foreign Arbitral Awards.

Zones under one authority and one law
Special economic zones, free zones and industrial cities in Oman are supervised by one authority, the Public Authority for Special Economic Zones and Free Zones. Since 2025 a single law has governed the special economic zones and free zones, and it provides a one-stop shop for project approvals, permits and licences in the zones.
The information about the Sultanate of Oman on this page is general information drawn from published laws and official sources, as at October 2026. It is not legal, tax or investment advice. The bodies named on this page are official authorities of the Sultanate of Oman; Integrated Consultancy is a private company and does not represent any of them.
Commercial registration is completed online through the Oman Business Platform. What follows is a path of its own: activity licences, premises, tax registration, labour and residence procedures, social protection and a bank account. That path is where we work: we set out its order, prepare the business side of your file and coordinate with the competent authorities and licensed providers, and so enable you to complete your matter in full, as followed and practised in the Sultanate of Oman.
Confidentiality, document control, quality review and adherence to scope apply at every stage of the work.

Our role
A clear role in every matter: what we do, what licensed providers do
Integrated Consultancy is an economic consultancy. We do the study, the preparation and the coordination ourselves; work that carries its own licence in the Sultanate of Oman is done by a provider that holds it. That clarity protects your name and ours.
What we do ourselves
Feasibility, market and economic studies before the decision
The path, written in business terms: which authority, approval and document, in which order
The business side of your file: financial plan, workforce plan, requirement lists
On your brief: counterparty or partner search, introduction and support in the commercial negotiation
Coordination with the competent authorities and licensed providers, with progress reported at every stage
What licensed providers do
Incorporation procedures, contracts and legal opinions: a licensed law office
Statutory accounts and audit: a licensed auditor
Property brokerage and valuation: licensed brokers and valuers
Securities, bank finance and insurance brokerage: the institutions licensed for each
Customs clearance: a licensed clearance office
What we do not do
We do not sign on your behalf: you remain the applicant and the signatory
We do not receive or manage client funds, or deal in securities
We do not promise an approval, a duration or a return
We do not arrange nominee partners, or act as a foreign company's standing agent
Decisions on registrations, licences and permits rest with the competent authorities. Our part is a file that is complete and correctly sequenced.
Three core partners support the delivery of integrated services. Joint work follows a clear agreement and scope; partnership implies neither exclusivity nor any transfer of ownership between the parties.
